China Imposes Tariff-Rate Quotas on Imported Beef

China’s Ministry of Commerce announced that it has decided to impose safeguard measures on imported beef in the form of country-specific tariff-rate quotas, the Global Times reported.

The measures will be in effect from Jan. 1, 2026, through Dec. 31, 2028.
The ministry said it initiated a safeguard investigation after determining that imports of beef had increased significantly and that China’s domestic industry had suffered serious injury as a result.
Authorities concluded there is a causal link between the rise in imports and the damage to the domestic sector.
Based on the ministry’s recommendations, China’s State Council Tariff Commission decided to impose additional tariffs on imported beef exceeding the specified quotas.
The additional duties will be set at 55% on top of existing applicable tariff rates.
