Beijing has worked with Pakistan and engaged Gulf states while opposing proposals at the United Nations that could authorize force to reopen the Strait of Hormuz.

Analysts remain divided on the effectiveness of China’s efforts. Sun Yun of the Stimson Center described the situation as an opportunity for Beijing to demonstrate leadership, while former US diplomat Daniel Russel characterized the initiative as largely symbolic.
