DOE, Basic Energy Launch E-Bus Program Amid Fuel Volatility

The Department of Energy (DOE) and Basic Energy Corporation (BEC) have partnered to launch an electric bus (e-bus) program aimed at promoting affordable public transport while advancing the country’s shift toward energy-secure and cost-resilient mobility.

Dubbed the “Iwas-Taas Pamasahe” E-Transport Program, the initiative will deploy locally assembled electric buses to transport groups nationwide.


The launch comes as ongoing developments in the Middle East continue to disrupt global oil markets, placing sustained pressure on domestic fuel prices. The DOE said expanding electric transport offers a practical response for the Philippines, which remains heavily dependent on imported fuel.



“This initiative shows that we can protect commuters from rising fuel costs while advancing a cleaner and more sustainable transport system,” said Sharon S. Garin.


“Through strong public-private collaboration, we are making affordable and reliable mobility a reality for every Filipino.”


The program aligns with the Electric Vehicle Industry Development Act (EVIDA) and the Comprehensive Roadmap for the Electric Vehicle Industry (CREVI), which aim to accelerate EV adoption, expand charging infrastructure, and build a sustainable electric mobility ecosystem.



Implementation is being carried out in coordination with the League of Cities of the Philippines (LCP), which will oversee deployment across participating cities.


LCP National President and Francis Zamora said the program adopts an operate-and-own model, allowing transport cooperatives to transition to electric fleets with no upfront cost while gradually gaining ownership within three to five years.

He added that the initiative promotes fare stability, reduces reliance on imported fuel, and supports long-term income security for transport operators.


At the same time, it advances zero-emission public transportation in partnership with local government units and national agencies.


Pia Cayetano, chair of the Senate committees on energy and sustainable development goals, also attended the launch and expressed support for the program, emphasizing the importance of safe, accessible, and affordable transport systems.
