Earlier this month, Judge Karin Immergut issued two temporary restraining orders: one blocking Trump from mobilizing the Oregon National Guard to Portland, and another broader order preventing him from sending troops from any state into Oregon.
The Portland deployment was part of the Trump administration’s broader effort to subdue protests against federal immigration raids in primarily Democrat-led cities, including Chicago, Los Angeles, and Washington, D.C.
The decision by Immergut — a Trump appointee — marks the first time his administration has been permanently blocked from deploying troops to a city. The administration is widely expected to appeal the decision, which could ultimately reach the Supreme Court.
