PH Gaming Industry Hits ₱104.12-B In Q1 GGR, E-Games Surpass Casinos

The Philippine gaming industry recorded ₱104.12 billion in Gross Gaming Revenues (GGR) for the first quarter of 2025, marking a 27.44% year-on-year increase and a strong start to the year, according to the Philippine Amusement and Gaming Corporation (PAGCOR).

For the first time, the E-Games and E-Bingo segment emerged as the industry’s top revenue generator, contributing ₱51.39 billion, or 49.36% of total Q1 GGR.


PAGCOR Chairman and CEO Alejandro H. Tengco called this a historic development, reflecting a fundamental shift in consumer preferences.



“This represents not just revenue growth but also how consumer behavior continues to shift toward digital, on-demand gaming experiences, accelerated by greater access to mobile technology,” Tengco said.


He emphasized that the rise of electronic gaming has significantly transformed the local gaming landscape.



“As digital platforms take center stage, the Philippine gaming industry is undergoing a paradigm shift. Our role as regulator is to strike the right balance between innovation, player protection, and long-term sustainability,” he said.


Licensed casinos—long the backbone of the country's GGR—generated ₱49.28 billion, accounting for 47.32% of the total.



While this reflects a slight decline from the previous year due to intensifying digital competition, Tengco said traditional casinos continue to play a vital role, especially in tourism-centric areas like Entertainment City and Clark.


PAGCOR-operated casinos contributed ₱3.45 billion, or 3.31% of overall GGR.
