TikTok's Relaxed Advertising Rules Raise Questions About Revenue Priorities

TikTok's reported relaxation of advertising enforcement rules has prompted questions about whether revenue considerations influenced the company's approach to advertiser safety, according to a Forbes investigation.

The investigation found that TikTok executives argued internally that earlier rules were too restrictive and swept up legitimate advertisers.
However, employees interviewed by Forbes said the revised standards made it harder to remove certain advertisers accused of scams and other prohibited conduct.
Some employees interpreted the changes as a revenue-driven decision, the report said.
One source alleged that staff were unable to remove certain advertisements because of concerns about revenue.
TikTok disputed the investigation's characterization, saying it prohibits fraudulent and deceptive advertising and continues to improve its enforcement systems.
ByteDance, TikTok's parent company, reportedly generated about $120 billion in revenue during the first half of 2026, an increase of approximately 30% from a year earlier. Its full-year 2025 revenue was reported at about $200 billion.
These figures come from reporting based on people familiar with the company's financial results, rather than publicly released audited financial statements.
Separately, TikTok's international operations spanning Europe, Africa and Latin America reported revenue of approximately $9.1 billion, according to a Forbes report published in August 2026.
That figure relates to a specific regional business segment and should not be confused with ByteDance's overall revenue. The available information does not establish how much, if any, of ByteDance's revenue came from advertisements that violated TikTok's policies.
