Trump Tariffs Prompt Some U.S. Companies to Shift Manufacturing Back to China

President Donald Trump's tariff policies have not consistently encouraged U.S. manufacturers to reshore production.

Instead, some companies that previously shifted operations out of China are now reinvesting in Chinese suppliers as tariff differences narrow, Sasha Rogelberg reported for Fortune.


Alliance Consumer Group, a Texas-based flashlight manufacturer, previously encouraged its Chinese supplier to build a factory in Thailand after U.S. tariffs on Chinese imports surged last year, making production in China significantly more expensive.



However, with tariffs on Chinese goods now closer to those imposed on imports from Southeast Asian countries such as Vietnam and Thailand, the company is reassessing its manufacturing strategy.


"Have we pulled back to China? Yes, we have," Phil Laster, chief operating officer of Alliance Consumer Group, told The New York Times.


Mary Lovely, an economist at the Peterson Institute for International Economics (PIIE), said similar cases are emerging.



Although comprehensive data on how many U.S. companies are returning to Chinese suppliers are not yet available, Lovely said the trend is understandable because "the tariff differential between China and other countries has come down because of the invalidation of the Liberation Day tariffs."


Tariffs that reached as high as 145% following the so-called Liberation Day measures have since declined.



Under the current Section 301 tariff schedule, imports from China and Vietnam reportedly face similar tariff rates of 12.5%, while Cambodia, Indonesia and Malaysia are subject to 10% tariffs.
