U.S.-Led Pax Silica AI Hub Planned for New Clark City

A new artificial intelligence (AI)-focused technology and manufacturing hub under the Pax Silica initiative, led by the United States, will be developed on a 4,000-acre site in New Clark City, the Bases Conversion and Development Authority (BCDA) announced.

“This will anchor the Philippines’ role in the US-led Pax Silica initiative, placing the country within a trusted global network for semiconductors, critical minerals, and emerging technologies like AI,” said BCDA President and CEO Joshua M. Bingcang.
“At the center of this effort is Golden Node—a new model for AI-driven investment and collaboration, where technology firms, research institutions, and government come together to build the industries of the future,” he added.
The initiative is expected to strengthen the Philippines’ position in the global AI supply chain and innovation economy, while opening opportunities for Filipinos in high-value industries.
Finance Secretary Frederick Go said the Philippines formally joined Pax Silica on April 16, a Washington-led coalition aimed at securing the AI ecosystem.
The country is the 13th member of the initiative.
“By joining Pax Silica, the Philippines is ensuring that our mineral resources and strategic location are not simply supporting global industries from the margins, but are actively harnessed to build the industries of the future,” Go said.
The hub will serve as a Pax Silica Coordination Office, bringing together technology firms, research institutions, and government agencies to build a robust AI ecosystem.
It will be the first facility of its kind under the partnership.
The site will be located within the Luzon Economic Corridor, which includes the ports of Subic Bay, Manila, and Batangas Port, handling about 80% of the country’s port traffic.
Trade Secretary Ma. Cristina A. Roque said the project aligns with the Philippine Semiconductor and Electronics Industry Roadmap.
“The AI industrial acceleration hub reinforces our semiconductor and electronics roadmap by linking our critical minerals advantage with our established strengths and opening pathways toward higher-value and advanced manufacturing,” she said.
Roque added that the roadmap targets semiconductor exports of $70 billion by 2030 and electronics exports of $40 billion.
