The proposal, obtained by Reuters, begins with a 30-day ceasefire covering land, sea, and air, followed by the mutual return of prisoners and the repatriation of Ukrainian children deported to Russia.
A key element is a summit between President Volodymyr Zelensky and Russian President Vladimir Putin.
The document—sent to Moscow—proposes that the U.S. and European Union join the peace process.
The framework rejects any limits on Ukraine’s future military capacity, denies Russian sovereignty over occupied Ukrainian territories, and calls for reparations from Moscow.
Territorial negotiations would begin using the current front line as the baseline. The roadmap signals Ukraine’s intent to secure peace while preserving sovereignty and international legal norms.
