French Trade Minister Nicolas Forissier said the European Union (EU) has the tools to respond to President Trump’s latest tariffs, the Financial Times reported. 2026.

EU members should adopt a “united approach” to the new 15% levies Trump announced after the US Supreme Court invalidated most of his tariffs, Yahoo Finance also reported.
French officials said it was too early to specify the EU’s response, but options include the so-called “trade bazooka,” the Anti-Coercion Instrument (ACI), which could target US technology companies.
The ACI grants broad powers, including export controls, tariffs on services, and the exclusion of US companies from EU procurement contracts.
The EU also has a suspended package of retaliatory tariffs on more than €90 billion worth of US goods that could be activated.
Forissier said Trump’s threats had strengthened EU unity but stressed that the bloc must be prepared to act. “We can no longer be naive,” he said. “We have to use our tools, not just speak about them. We don’t want to be dependent. We don’t want to be some sort of hostage.”
