Japan Considers Temporary Food Tax Cut Ahead of 2027 Elections

The Japanese government and ruling parties have begun coordinating plans for a temporary reduction in consumption tax on food and beverages starting in April 2027, according to reports.

The proposal under discussion would lower the tax rate to 1% for two years. Officials say the adjustment period is intended to allow retailers time to update cash register and accounting systems.
If system changes can be completed more quickly than expected, a 0% rate is also being considered.
The ruling coalition is aiming to implement the tax cut ahead of unified local elections scheduled for April 2027, where it could serve as a key political achievement.
If the 1% rate is adopted, the government plans to submit legislation during an extraordinary Diet session in the fall. Officials are also considering extending the current legislative session to pass the required measures if a full exemption becomes feasible.
