LTO SQUABBLE BARED

A squabble among officials has erupted at the Land Transportation Office (LTO) over a proposed module for the implementation of the Motor Vehicle Inspection Registration System (MVIRS) which has been ordered suspended by no less than President Duterte himself last February following an outcry from motorists and other groups.

The squabble is centered on a proposed module for MVIRS said to be meant to take out the sting from the complaints that emanated from the vehicle owners for which reason the President ordered that the said inspection system be made optional, and not mandatory as before.


A dissenting opinion from one of the members of the Steering Committee tasked with fine-tuning the MVIRS program has wracked the LTO, which has come under fire for the MVIRS that sought to have vehicles inspected for defects before they are registered.

Lawyer Mercy Jane E. Paras –Leynes, Chief Transportation Regulation Officer of the LTO, voiced her dissent to the proposed MVIRS module because of a number of what she pointed out were questionable actuations of the Steering Committee relative to the said inspection program.


For instance, Leynes said the “Acceptance Committee “ marked as “PASSED” the evaluation sheet performed on the module when, in fact, it did not pass through it. She added that the Acceptance Committee should not relegate its function of passing over the module requirements to the Steering Committee.


The other document, she said, labeled “ Certificate of Compliance” dated March 12, 2021, does not include the said requirement, Leynes said, adding that the proposed solution for the module for MVIRS should “be able to integrate with all DOTr-LTO’s existing systems.


The dissenting opinion that Leynes made known to LTO head Edgar Galvante, through LTO Executive Director Romeo G, Vera Cruz is considered crucial in the implementation of the MVIRS which was actually thrown into disorder with the inability of Dermalog Joint Venture Corporation to have a seamless integration of the IT system relative to the registration of vehicles after going through inspections as earlier mandated by the DOTr for its MVIRS.


Dermalog, which is the largest biometrics company in Germany as per its website, has been marshaled to come up with the integration of an IT project that would show a seamless integration of LTO ‘s Land Transportation Management System which includes the registration aspect.
