Slovak Defense Minister Jaroslav Nad has warned that Russia’s partial mobilization “will end up in the overthrow of Vladimir Putin as president of the Russian Federation," Euractiv reported, and dismissed pseudo-referendums in occupied territories as merely “a pretext for future Russian claims about Ukrainians attacking 'Russian soil.'"

Ukrainian President Volodymyr Zelensky has called on Russians to "protest, fight back, run away or surrender to Ukraine," in his daily address.

"You are already complicit in all these crimes, murders, and torture of Ukrainians because you remain silent. It's time for you to choose, for men to choose to die or to live," Zelensky said.

UK Prime Minister Liz Truss, in her address to the UN General Assembly, called Putin's threats to use nuclear weapons "saber-rattling" and said "this will not work," the Guardian reported on Sept. 22. Truss encouraged world leaders not to make any compromises to Russia.

As this developed, US news outlets have confirmed that Putin was giving tactical orders himself, hinting at a "dysfunctional command structure." Ukraine officials told Kyiv Independent and CNN that they have intercepted calls of Russian officers who have been complaining about Putin’s micromanaging the war and meddling with the operational plans of officers in the field.

While Russians are fleeing their motherland, most Ukrainians don't want to permanently move to the US and the European Union (EU).

Asked if they would permanently move to the EU or the US if they were granted citizenship there without conditions, 91% of Ukrainians surveyed said "no," the Kyiv International Institute of Sociology (KIIS) said. In October 2020, only 69% said "no."
