The announcement comes as Russian forces are said to be running low on both manpower and military equipment, with ammunition being a key concern in frontline resources.
While Moscow has relied primarily on aircraft operations in Ukraine, Russian ground forces have made relatively little progress in the country's east in the most recent stage of the conflict.
The train derailed near Pskov, a city in western Russia between the Estonian and Latvian borders. It has been cordoned off by Russian FSB security forces as well as local officials.
According to Ukraine Today, a local media organization that broke the news on its Telegram channel, the 13 carts had substantial stockpiles of ammunition.
Railroad personnel are not permitted to clean the wreckage until the highly flammable cargo is unloaded and transported to a safer location. Two recovery trains have been dispatched to the scene to assist with the cleanup.
According to the NEXTA news agency, the incident occurred at 1:40 p.m. on the Porkhov-Lunevo section in the village of Sosonye on Friday.
