Representative participation and respect for human rights, including for children and minorities, are of great importance, the resolution unanimously adopted by the UN's most powerful body said on Friday.
The decision also extends the UN mission in Afghanistan by six months. The UNAMA mission is responsible for coordinating political development and humanitarian aid in Afghanistan and also monitors human rights compliance in the country.
The Taliban seized power in Afghanistan in August. Recently, the group introduced 33 members of the government. None of them are women or representatives of other political groups.
Western states have demanded an inclusive government. The European Union even made this a condition for further engagement including the payment of development aid.
