Corruption within China's Rocket Force and defense industrial base led to the discovery that substandard missiles, ships, and warplanes were being produced through reverse engineering of Russian jets.

The manufacture of nuclear missiles containing water instead of fuel, the construction of faulty missile silos, and the distribution of defective assault rifles and munitions raised concerns about the PLA's readiness.

This compromised the entire PLA, making it incapable of sustained armed confrontations.

The UK Ministry of Defense (MOD) also reported on China's military challenges, indicating a decline in quality with a focus on mass recruitment and quick conscript training. The MOD estimated that Russia, facing similar challenges, may lose half a million soldiers by the end of 2024.
